He was said to be a Russian doctor sent as an agent of the Secret Police of Imperial Russia, the Okhranka, to commit the murders in order to discredit the English authorities. Not only is there no confirmed evidence that Pedachenko committed the murders, there is not even any confirmed evidence that Pedachenko ever existed.
